I’m stuck on a level because the goal customer or dish isn’t appearing.

The customer order system is random. Players have found success by replaying and beating the previous level before returning to the difficult one—it may reset the customer order flow. Try replaying the level multiple times, using boosters, and upgrading appliances to improve your success rate.
